To successfully apply for Permanent Residency in Finland, Indian applicants must meet a specific set of criteria. It’s crucial to check your eligibility carefully before starting the process.
1. Residency Requirement: You must have lived in Finland for at least four continuous years on a continuous residence permit (known as an 'A permit').
Important Note: The Finnish government plans to increase this requirement to six years starting from January 2026.
2. Physical Presence: During your four-year residency period, you must have physically lived in Finland for a minimum of two years.
3. Financial or Skill-Based Requirements (Meet ONE of the following): You must satisfy at least one of these three conditions:
Income Path: Have a minimum annual income of €40,000 (approximately ₹41.62 lakh).
Education Path: Hold a recognized Master’s or postgraduate degree and have at least two years of relevant work experience.
Language Path: Possess high-level proficiency in Finnish or Swedish and have at least three years of work experience.
4. Clean Criminal Record: You must have no criminal record.
Compared to other Western countries, the application fee for Finland PR is quite affordable. Here is the cost breakdown:
Electronic Application: €240 (approximately ₹24,973)
Paper Application: €350 (approximately ₹36,419)
Applicant Under 18: €180 (approximately ₹18,730)

Before anything else, ensure you meet all the requirements listed above. Once confirmed, start collecting all the necessary paperwork. A complete file is key to a smooth process.
A valid Indian passport.
Recent passport-sized photographs that meet the official guidelines.
A copy of your passport’s ID page.
Proof of your identity.

You have two options for submitting your application:
Online: The highly recommended method is through the Enter Finland online portal. It is cheaper, faster, and allows you to track your application easily.
Paper: You can also submit a physical paper application at a designated service point.
Once you have filled out the application form, you will be prompted to pay the fee. You can pay online using a credit card or through a bank transfer for paper applications.
After submitting your application, you must prove your identity and provide biometrics (fingerprints). You need to book an appointment at a service point of the Finnish Immigration Service (Migri) or a VFS Global centre in India. Be sure to bring your passport and a copy of your application.
If you applied online via Enter Finland, you can monitor the progress of your application through your account. The system will notify you if any additional documents are required.
Once your application is approved, you will be notified. You can then collect your permanent residence card from the Finnish embassy or the VFS Global centre where you submitted your biometrics.
